Europe, the EU, the Schengen area and the EU roaming zone are four different things, and travel data plans use the word "Europe" for all of them. Here is how to read a country list before you buy.
"Europe" is the most overloaded word in travel connectivity. Depending on who is using it, it can mean the EU, the Schengen area, the EU roaming zone, the continent, or simply "the list of countries we have deals in".
These are four genuinely different sets, and the differences are where roaming bills come from.
Four overlapping definitions
The European Union — 27 member states. A political and economic union.
The Schengen area — the passport-free travel zone. Includes non-EU countries (Switzerland, Norway, Iceland, Liechtenstein) and, until recently, excluded some EU members. It governs border control, not telecoms.
The EU roaming zone ("Roam Like at Home") — the EU plus Iceland, Liechtenstein and Norway (the EEA). This is the one that decides whether an EU SIM works at domestic rates.
"Europe" on a plan's product page — whatever the provider says it is. Usually a superset of the EU, often including the UK, Switzerland and Turkey, sometimes not.
The last one is the only definition that matters when you are buying, and it is the only one that is not standardised.

Two more worth flagging: the Canary Islands are normally covered as Spain, and the French overseas departments usually are not covered as France.
How to check a plan in two minutes
- Open the plan's country list. Not the marketing headline — the actual list.
- Write down your route, including transit stops and day trips.
- Match line by line. A day trip from Vienna to Bratislava is a different country. A drive from Nice to Monaco is a different network.
- Check the territories. Islands, enclaves and dependencies are where lists diverge.

The EU roaming fine print that still bites
Even within the zone, "Roam Like at Home" has limits:
- Fair use policies. Operators can apply a data cap when you roam, lower than your domestic allowance.
- Permanent roaming. The rules are for travel, not for living permanently on a foreign SIM. Operators can and do intervene after months of continuous roaming.
- Non-EU territories of EU countries are often excluded.
