Azerbaijan is the least-visited of the three Caucasus countries and the most modern-feeling. Baku is glass towers and a walled old city; two hours away you are in villages where the road runs out.

The networks

Azercell, Bakcell and Nar cover the country. 4G is good in Baku, along the Caspian coast and on the main highways; 5G is limited to parts of the capital.

Coverage picture:

  • Baku and Absheron — very good, including the metro
  • Gabala, Sheki and the northern foothills — good in the towns
  • Quba and Xinaliq — the mountain road to Xinaliq is patchy and the village itself marginal
  • Lahij and the mountain villages — town coverage, gaps between
  • Naftalan, Ganja, Lankaran — fine
  • Gobustan and the mud volcanoes — thin, and the tracks are rough

The local SIM problem

Azerbaijan requires visitors to register an imported handset with the authorities if they intend to use a local SIM in it for more than a short period — a fee-bearing IMEI registration process that catches travellers out. A roaming eSIM avoids the whole issue, because you are not using a local subscription.

That is a genuinely strong argument for an eSIM here, more than in most countries.

Do I need to register my phone's IMEI? Not if you use a roaming eSIM rather than a local SIM. That registration requirement applies to local subscriptions.

Does it work in Xinaliq? Marginally. Treat the drive up as offline.

Is one plan enough for the whole country? Yes, an Azerbaijan plan covers it. Nakhchivan is an exclave reached by air via Baku and is normally included.

Can I make calls? Over WhatsApp, which is widely used. A data-only plan gives you no local number.
