Short answer: the problem is tower congestion, not your plan. Tens of thousands of phones share the same cells, so everything slows to a crawl. The fixes are practical — agree a meeting point in advance, send text not media, and use offline maps.

Why signal dies in a crowd

A cell tower has finite capacity. Put 60,000 people under it and each phone gets a sliver. Your bars show signal strength, not available capacity — which is why the display looks fine while nothing loads. Operators sometimes deploy temporary mobile towers at major events, which helps but rarely solves it.
