Montenegro eSIM Guide 2026: Kotor Bay, Beaches and Mountain Roads

Kotor Bay, Budva beaches and Durmitor peaks — how much data you need in Montenegro, and the non-EU roaming detail to check first.

Montenegro packs fjord-like bays, beach towns and serious mountains into a country you can cross in a few hours — usually on winding roads where a working map matters.

Short answer: 3–5 GB covers a week in Montenegro. Coverage is good along the coast and in towns, patchy in the northern mountains. Montenegro is not in the EU, so EU roaming bundles generally do not apply.

The roaming detail

Like Serbia, Montenegro sits outside the EU roaming zone. Travelers driving down the Adriatic from Croatia often cross without realising their bundle has ended. Montenegro does participate in the Western Balkans roaming arrangement with its non-EU neighbours.

Coverage in Montenegro

A travel eSIM rides Crnogorski Telekom, One or Mtel. Expect solid 4G along the Bay of Kotor, Budva, Bar and Podgorica. The Durmitor and Prokletije mountain areas, and the serpentine roads between them, have real gaps.

How much data do you need?

  • Coastal week: 3 GB.
  • Coast plus mountains: 5 GB.
  • Photo-heavy / hotspot: 8 GB+.

Apps to download before you land

  • Google Maps offline for the whole country — the mountain roads are where you need it.
  • Ferry Kamenari–Lepetane timings if you are driving the bay.
  • Google Translate with the Montenegrin/Serbian pack.

Montenegro eSIM FAQ

Is Montenegro in EU roaming? No. Check your plan before crossing from Croatia.

Is there coverage on the Kotor serpentines? Mostly, but it drops in places — cache the map.

How much data for a week? 3–5 GB.

Can I use one plan for Croatia and Montenegro? Only a regional plan that lists both — an EU-only plan will not cover Montenegro.

The bottom line

Montenegro is spectacular and small, and its roaming rules are the thing to sort in advance. Install a Montenegro eSIM before you fly.

Adriatic road-trip tip: Croatia is EU, Montenegro is not. Your data plan should know that even if the road does not tell you.
